George W. Bush's "Miss Me Yet?" Billboard Mystery

George W. Bush's photo is posted on a billboard on the I-35 highway in Wyoming, Minn. The words, "Miss me yet?" are written next to his name.  According to NPR, the person or organization behind the billboard is still a mystery.

Was the billboard posted by someone who dislikes Obama? Or was it sarcastically posted by someone who dislikes Bush? Many sources are trying to get to the bottom of this mystery billboard.
