Why the double standard?

ok, so people think international adoption is wrong and the children should be adopted within their own country, so they think domestic adoption should be promoted (within that country) but when it comes to the US, everyone is against domestic adoption (of the newborn variety). Why is that? And I know someone will say it's ok to adopt domestically from foster care but are domestic newborn adoptions in other countries comparable to US newborn adoptions?
